Poeitive (AMc-95) was laid down 7 June 1941 by the Noank Shipbuilding Co., Noank, Conn., Iaunehed 7 March 1942 sponsored by Miss Elizabeth W. Dunn; and placed in service 20 August 1942.

After shakedown, Positive departed Miami, Fla., 19 February 1943, for Guantanamo Bay, Cuba. After performing minesweeping duty for the Naval Operating Base at Guantanamo from March 1943 to January 1945, she departed Guantanamo 21 January for San Juan, P.R. Upon completion of duty, she arrived at Charleston, S.C., 7 September.

Positive was placed out of service 12 November 1945, and struck from the Naval Vessel Register 8 May 1946. She was delivered for disposal to the Maritime Commission, Charleston, S.C., 7 November 1946.

The significance of the mine threat is well articulated in a 2011 Naval War College Review article called Taking Mines Seriously - Mine Warfare in China's Near Seas. Author Scott Truver says mines are 'weapons that wait.' They are the quintessential naval asymmetric threat. Since the end of WWII, mines have seriously damaged or sunk almost four times more Navy ships than all. have affected the mission capability of its mine warfare ships. Further, DOD partially concurred that the coastal mine hunter ships' role in overseas locations is limited. However, DOD did not concur with GAO's finding that the command, control, and support ship is not essential. DOD agreed with GAO's recommendations that the Secretary of the Navy develop a long-range plan to sustain the.


Pulling the plug

While there's a dearth of GameStop stock, there's plenty of AMC stock to go around. Make no mistake, as of Jan. 15, some 38% of the theater owner's stock was sold short. That's a significant amount, but its short interest ratio was just about 1.2 days, which is the amount of time it would take for short-sellers to cover their position.

With anything over seven days considered a lot, it is still relatively easy for short-sellers to unwind their position and cover it to stem the bleeding.

Unlike GameStop, there's no continuous upward pressure on its shares, and that goes for a number of other stocks that have also seen their stock price benefit from a short squeeze.


COVID-19 Testing: Understanding the “Percent Positive”

As COVID-19 outbreaks continue to flare up across the U.S., the need for coronavirus testing remains urgent.

Individuals rely on test results to guide their medical treatment and decisions on whether to self-isolate. Public health officials rely on the results to track the state of the pandemic, and policymakers use this information to guide decisions on reopening schools and businesses.

One number—the “percent positive”—is often cited in these decisions. In this Q&A, Epidemiology faculty David Dowdy, MD, PhD ’08, ScM ’02, and Gypsyamber D’Souza, PhD ’07, MPH, MS, explain what this term means and why it matters.

What is the “percent positive” and why does it matter?

The percent positive is exactly what it sounds like: the percentage of all coronavirus tests performed that are actually positive, or: (positive tests)/(total tests) x 100%. The percent positive (sometimes called the “percent positive rate” or “positivity rate”) helps public health officials answer questions such as:

  • What is the current level of SARS-CoV-2 (coronavirus) transmission in the community?
  • Are we doing enough testing for the amount of people who are getting infected?

The percent positive will be high if the number of positive tests is too high, or if the number of total tests is too low. A higher percent positive suggests higher transmission and that there are likely more people with coronavirus in the community who haven’t been tested yet.

The percent positive is a critical measure because it gives us an indication how widespread infection is in the area where the testing is occurring—and whether levels of testing are keeping up with levels of disease transmission.

What does a high percent positive mean?

A high percent positive means that more testing should probably be done—and it suggests that it is not a good time to relax restrictions aimed at reducing coronavirus transmission. Because a high percentage of positive tests suggests high coronavirus infection rates (due to high transmission in the community), a high percent positive can indicate it may be a good time to add restrictions to slow the spread of disease.

How high is too high?

The higher the percent positive is, the more concerning it is. As a rule of thumb, however, one threshold for the percent positive being “too high” is 5%. For example, the World Health Organization recommended in May that the percent positive remain below 5% for at least two weeks before governments consider reopening. If we are successful in bringing coronavirus transmission under control, this threshold might be lowered over time. To further relax social restrictions and allow very large gatherings or meetings of people traveling from many different areas, for example, we would want a lower threshold.

As of July 2020, some countries (for example, Australia, South Korea, and Uruguay) and U.S. states (for example, New York, Maine, and Connecticut) were well below the 5% threshold, with 1% of tests or fewer being positive—while other countries (for example, Mexico and Nigeria) and states (for example, Mississippi, Nevada, and Florida) had percent positive levels higher than 15%, far above this cutoff. Does a low percent positive mean that a population has herd immunity?

No. A low percent positive simply means that the level of coronavirus transmission, relative to the amount of testing, is low at this point in time.

As of July 2020, it is unlikely any country (or U.S. state) is close to achieving herd immunity. Places that have low percent positive levels have gotten there by reducing levels of coronavirus transmission through policies restricting social contact, aggressive testing and isolation, and the actions of everyday people to maintain distance. But even in these places, the vast majority of the population is still vulnerable to getting COVID-19.

In the future, if populations begin to develop herd immunity (for example, through widespread vaccination), the level of coronavirus transmission will fall—which will also cause the percent positive to fall. But just because a place has a low percent positive now does not mean that it has achieved herd immunity. In fact, some of the places with the lowest percent positive (for example, in New Zealand, where an outbreak has not yet occurred) are likely to have the least amount of population immunity. These places will still be able to achieve herd immunity through mass vaccination when a vaccine becomes available.

How can we reduce the percent positive when it is too high?

Simply put, there are two ways to lower the percent positive: Reduce the amount of coronavirus transmission or increase the number of people who get tested. Fortunately, these two things often go hand-in-hand. If a place is doing more testing—and responding appropriately to positive tests, by making sure that people who might be contagious are isolated, for example—the amount of transmission should go down over time. But even without testing, measures such as stricter regulations regarding wearing masks, physical distancing, and avoiding large gatherings are all effective ways to reduce transmission.

Why does more testing help?

When there is not enough testing in an area, people who are infected with coronavirus don’t get counted, and they don’t know to isolate themselves. As a result, these people can spread the coronavirus and cause disease in their communities.

People who test positive for the coronavirus (and those exposed to them) should isolate themselves for two weeks, and contact tracing should be done to prevent the infection from spreading. Without enough testing, the coronavirus spreads “silently”. By the time severe cases begin to surge in hospitals, outbreaks are larger and much harder to control. These outbreaks can be detected earlier—and their severity lessened—by testing more people.

But for testing to work, people need to get test results quickly. When people have to wait many days to get their results back, they may be less likely to keep themselves isolated. By the time a positive test result comes back, therefore, someone who has been waiting many days may have infected more people.

While tracking the number of positive tests is useful, what matters more is the total number of people who are infected—and we can only know this number by testing more people. As more people are tested, the percent positive will go down.

What should I do if I’m in a place with a high percent positive?

Since this means that the level of coronavirus transmission in your area is likely still high, you should be very careful about wearing masks, washing your hands, maintaining physical distance, and avoiding situations that may put you at risk for getting infected or infecting others (which you could do if you’re infected but don’t know it). You should also consider getting tested if you have any symptoms, or if you have not been distancing and are likely to be in contact with people who are at risk of getting very sick if they develop COVID-19.

If I’m in a place with a low percent positive, does this mean I’m immune?

No. All this means is that coronavirus transmission, relative to testing, is low in your setting at the moment. This usually means that the risk of getting COVID-19 in your area is lower at this time, but it’s important to remember that coronavirus transmission can increase again at any time. Also, a lower percent positive does not mean there is herd immunity. We all need to keep our guard up if we want to keep transmission levels low—which is what needs to happen if we want to get back to our normal activities again.

Recommendations

The FDA recommends clinical laboratory staff and health care providers who use antigen tests for the rapid detection of SARS-CoV-2:

  • Be aware that the Conditions of Authorization in the antigen Emergency Use Authorizations specify that authorized laboratories are to follow the manufacturer's instructions for use, typically found in the package insert, when performing the test and reading test results. If you no longer have the package insert for the test you are using, you can contact the manufacturer. The authorized instructions for use for each test can also be found on the FDA's COVID-19 IVD EUA webpage.
    • For example, the package insert for tests include instructions for handling of the test cartridge/card, such as ensuring it is not stored open prior to use. If the test components are not stored properly, this can affect the performance of the test.
    • The package insert for tests also includes instructions about reading the test results, including the appropriate time to read the results. Reading the test before or after the specified time could result in false positive or false negative results.
    • For example, a test with 98% specificity would have a PPV of just over 80% in a population with 10% prevalence, meaning 20 out of 100 positive results would be false positives.
    • The same test would only have a PPV of approximately 30% in a population with 1% prevalence, meaning 70 out of 100 positive results would be false positives. This means that, in a population with 1% prevalence, only 30% of individuals with positive test results actually have the disease.
    • At 0.1% prevalence, the PPV would only be 4%, meaning that 96 out of 100 positive results would be false positives.
    • Health care providers should take the local prevalence into consideration when interpreting diagnostic test results.

    Neoadjuvant therapy

    If you will get neoadjuvant therapy (treatment, such as chemotherapy, HER2-targeted therapy or hormone therapy before surgery), your breast cancer will be staged differently from someone who has surgery as a first treatment.

    Neoadjuvant therapy can shrink tumors in the breast and lymph nodes, changing the original tumor size and lymph node status. So, your breast cancer is staged using information from physical exams, imaging and biopsies done before neoadjuvant therapy, rather than information from the tumor removed during surgery.

    The stages shown in the table below are only used to classify breast cancers in people who have surgery as their first treatment.

    If you will get neoadjuvant therapy, talk with your health care provider about how your breast cancer will be staged.


    Wall St edges up ahead of key economic data, AMC soars

    Wall Street’s main indexes posted slim gains on Wednesday ahead of key U.S. economic data due later in the week as investors weighed inflation concerns and a fresh surge in so-called “meme stocks.”

    The S&P 500 energy sector, the best-performing group this year, extended its rise, gaining 1.7% as oil prices pushed higher. The materials sector fell 0.9% while a 3.0% fall in Tesla Inc shares dragged on the S&P 500 and the Nasdaq Composite.

    A weekly unemployment report and May private payrolls data on Thursday will be followed by monthly jobs numbers on Friday, with investors looking for signs of an economic rebound and rising inflation.

    “We are looking ahead to the Friday employment report and anticipating that it is going to be significantly better than last month’s report,” said Paul Nolte, portfolio manager at Kingsview Investment Management in Chicago.

    The Dow Jones Industrial Average rose 25.07 points, or 0.07%, to 34,600.38, the S&P 500 gained 6.08 points, or 0.14%, at 4,208.12 and the Nasdaq Composite added 19.85 points, or 0.14%, to 13,756.33.

    The benchmark S&P 500 is up about 12% this year, and within about 1% of its record high, as investors anticipate an economic rebound from the coronavirus pandemic.

    “After the fastest start to a bull market in history, we have seen expectations increase quite a bit so it’s harder to surprise the market,” said Keith Lerner, chief market strategist at Truist Advisory Services in Atlanta. “After we have had that big run the last six or seven weeks the market has been in a trading range and you are consolidating those gains.”

    Concerns about whether inflation could prompt action by the Federal Reserve have consumed markets in recent weeks.

    The U.S. economic recovery accelerated in recent weeks even as a long list of supply chain troubles, hiring difficulties, and rising prices cascaded through the country, Fed officials said in their latest review of economic conditions.

    Philadelphia Fed Bank President Patrick Harker said that as the U.S. economy continues to recover from the coronavirus crisis and the labor market rebounds, it may be time for Fed policymakers to start thinking about the best way to slow the pace of its asset purchases.

    Shares of AMC Entertainment Holdings jumped 95.2%, leading a surge in a group of stocks favored by retail investors on forums such as Reddit’s WallStreetBets.

    Advancing issues outnumbered decliners on the NYSE by a 1.34-to-1 ratio on Nasdaq, a 1.01-to-1 ratio favored advancers.

    The S&P 500 posted 60 new 52-week highs and no new lows the Nasdaq Composite recorded 127 new highs and 25 new lows.
